  • In 2010, HB 10-1330 passed creating the state-mandated CO APCD. The bill was passed without state appropriated funding attached to the bill. Colorado’s Medicaid agency, the Department of Health Care Policy and Financing (HCPF), named the non-profit Center for Improving Value in Health Care (CIVHC), administrator of the CO APCD. CIVHC received private grant funding for CO APCD planning and implementation from The Colorado Trust and the Colorado Health Foundation. The HCPF-appointed CO APCD Advisory Committee helped CIVHC develop policies and procedures for implementation and the initial public reporting framework. In early 2012, data management vendor Treo Solutions (now 3M) began collecting and processing three years of historic claims information from Medicaid and the largest volume commercial payers. In November 2012, CIVHC launched the first interactive reports on the CO APCD public website, and in January 2013, CIVHC began releasing custom data requests through their HIPAA/HITECH-compliant data release process. In July 2017, CIVHC transitioned to new data warehouse and analytic partners, HSRI and NORC. The CO APCD now contains over 500 million claims from Medicaid, Medicare, Medicare Advantage and the 21 largest commercial health plans, representing over 80% (4+ million) insured Coloradans.

A Snapshot of Hepatitis C in Colorado
This report from the Center for Improving Value in Health Care (CIVHC) finds that most Coloradans with the Hepatitis C virus are not being treated for what can be a serious, long-term chronic liver infection. The analysis also found that in spite of availability of new revolutionary drugs, 89 percent of Coloradans in with Hepatitis C did not receive any treatment for their condition.

A cost driver analysis based on commercial health payer data in the Colorado All Payer Claims Database (CO APCD) shows that Colorado could save an average of $1,150 per visit and over $800 million annually if patients used a clinic or doctor’s office for non-emergent situations. The report also identifies staggering cost differentials between non-urgent health issues seen in an ER versus an outpatient setting such as a physician’s office or urgent care center.

Cost Driver Spot Analysis: Drug Cost Savings Potential Vimovo and Duexis
The Center for Improving Value in Health Care (CIVHC) examined trends in Vimovo and Duexis prescriptions from 2012-2016 using data from the Colorado All-Payer Claims Database (APCD). The price of both drugs has been increasing each year. Vimovo and Duexis are both combinations of drugs sold separately over-the-counter for a fraction of the price.

Trends in Teen Pregnancy Rates for CO Medicaid Population 2009-2014
The Center for Improving Value in Health Care (CIVHC) analyzed Colorado All-Payer Claims Database (APCD) data from 2009-2014 to examine trends in teen pregnancy rates for Colorado Medicaid recipients. In 2009 there were 76.7 deliveries per 1,000 females age 13-19. By 2014, this rate had decreased to 26.5 deliveries per 1,000 teenage girls.
