  • Assembly Bill 80 (AB 80) (Chapter 12, Statutes of 2020) requires the Department of Health Care Access and Information (HCAI) to create and administer a statewide Healthcare Payments Data (HPD) Program, often referred to as an All-Payer Claims Database or APCD. HCAI is required to establish and administer the HPD Program to collect health care data from health care plans, health insurers, government agencies, and others as required by California’s Health and Safety Code, Division 107, Part 2, Chapter 8.5, Sections 127671-127674.1. HPD was created to collect and report comprehensive health care claims, encounters, and non-claims payment data from commercial health plans, insurers, and public programs to improve cost transparency and support policy decisions.
    As of 2025, HPD contains enrollment, provider, and medical, pharmacy, and dental claims encounters. Non-claims payment data, including capitation, annual payments, and pharmacy rebates will be collected starting with test file submissions beginning September 1, 2025, and historical production files due in 2026. Data sources include major commercial plans, Medi-Cal, and Medicare Fee-for-Service, with additional data sources being added as the program expands.
    HPD publicly reports aggregated results through tools such as the HPD Snapshot, Healthcare Measures, Services, Prescription Drug Cost Transparency, and Medical Out-Of-Pocket Reports. In addition, HPD operates a data release program and secure data enclave for qualified researchers and policymakers, ensuring data privacy while enabling analysis to improve care quality, reduce costs, and address disparities statewide.
