• The All-Payer Claims Database Council has provided comments to Section 10332 of 42 Part CFR 401, CMS-5059-F, RIN 0938-AQ17, “Medicare Program; Availability of Medicare Data for Performance Measurement” which was released the Centers for Medicare and Medicaid Services (CMS) on December 5, 2011 (http://www.ofr.gov/OFRUpload/OFRData/2011-31232_PI.pdf). • The National Council for Prescription Drug Programs (NCPDP) has released the Uniform Healthcare Payer Data Standard Implementation Guide Version 1.0. Details of this standard can be found on the APCD Council Standards page here [October 2011]
• On October 6th, the APCD   Council attended and presented at the X12 PACDR kick-off meeting in Pittsburgh, PA. You can view our presentation here and a press release of the event is available here [October 2011].
• The APCD Council submitted the following comments regarding the Proposed Rule for Patient Protection and Affordable Care Act; Standards Related to Reinsurance, Risk Corridors and Risk Adjustment (CMS-9975-P) to CMS on Wednesday, September 28, 2011. • In an effort to standardize reporting requirements for the states that collect APCD data, and to ease the burden for the payers that are required to submit the data, the Accredited Standards Committee X12 (ASC X12) and APCD Council announced a new initiative to develop a Uniform Medical Claims Payer Reporting Standard. • RWJF Comments on Use of Medicare Data - RWJF Senior Vice President John R. Lumpkin, M.D., M.P.H., comments on the proposed rule for availability of Medicare data for performance measurement [August 2011].
• The APCD Council has often assisted states that are in the planning and early implementation phases of building an APCD understand the technical build and management requirements of these large-scale databases. To this end, we are pleased to announce the publication of an APCD Technical Build Guidance Document which has been published as a living document with the understanding that as more states gain experience in implementing APCDs this document will evolve to include additional insights and lessons learned. • We are pleased to announce the publication of a new paper. Titled All-Payer Claims Databases 2.0: The Next Evolution, the purpose of this paper is to provide information based on what is known from existing APCD efforts and augment it with what is known about the changing healthcare and policy landscapes to draw a proposed road map for "APCD 2.0".
